However, German Federal Research Minister Annet Safan is worried that this ban will play an implicit role in guiding the research results. In December 2008, the European Food Safety Authority (EFSA) published a scientific paper that states that there is no scientific basis for the prohibition of planting Monsanto's genetically modified corn.

After Monsanto’s MON810 GM maize seed was granted EU import and plantation permits in 1998, Germany began planting in 2005 and is the only GM crop in Germany that is allowed to grow in large areas. In 2009, Germany had expected to plant 3,600 hectares of genetically modified corn. At present, the GM corn planting areas declared by Germany are mainly concentrated in eastern Saxony.
