In order to strengthen safety science and technology research, results transformation, technology promotion and demonstration project management, the State Administration of Safety Supervision has formulated the "Management Measures for Four Batches of Safety Technology Projects", which is now issued to you, please follow the implementation.

The “four batches” of safety technology is a basic work to strengthen the support of safety science and technology. All regions and units must attach great importance to it, carefully arrange deployment, and focus on preventing and suppressing the occurrence of serious and serious production safety accidents, and researching and broadening safety. The ways and means of building “four batches” of science and technology, innovating the development mode of safety and technology, striving for early results, quick results, and promoting the fundamental improvement of the national safe production situation.
The first one is to implement the national innovation-driven development strategy, promote safety and technological innovation, give play to the support and guidance of safety science and technology, standardize a number of key technologies for safe production, transform a batch of safety production scientific and technological achievements, and promote a number of advanced technologies for safe production. We will establish a batch of safety production demonstration projects (hereinafter referred to as “four batches”) to promote the fundamental improvement of the safety production situation and formulate these measures.

     Article 2 The organization and selection of the "four batches" project adheres to the society, concentrates the social superiority of scientific and technological resources, concentrates the industry's top talents, concentrates time, and pools funds to form a number of advanced projects that guarantee safe production and stimulate economic and social development. Promote scientific development and safe development.

     Article 3 The organization and selection of “four batches” of projects shall be conducted by means of voluntary declaration, local recommendation, expert review, online publicity, and approval of announcements.

     (1) Voluntary declaration. The qualified units shall report to the local provincial safety production supervision and management department or the coal mine safety supervision organization.

     (2) Local recommendation. The provincial safety supervision and management department and the coal mine safety supervision agency shall conduct preliminary examination of the application materials and submit examination and recommendation opinions. Projects submitted by relevant industry associations, central enterprises, ministries directly affiliated research institutes, and institutions of higher learning shall be reviewed and recommended by the unit's science and technology management department.

     (3) Expert review. The Planning and Technology Department of the State Administration of Work Safety, together with the relevant business department, organizes experts to review the application items. The evaluation is divided into formal examination, professional examination and comprehensive examination.

     The formal review focuses on the conformity and relevance of the project data.

     The focus of professional review is on the practicality and feasibility of applying for project technology.

     The comprehensive review focuses on the advanced nature of the project and the promotion and reproducibility.

     (4) Online publicity. Projects that have been qualified by experts are published on the government website of the State Administration of Safety Supervision or the mainstream media for 10 days.

     (5) Reply to the announcement. After approval by the State Administration of Safety Supervision, it shall be announced to the public and the reporting unit shall be notified to perform relevant procedures.

     Article 4 "Four batches" project application materials:

     (1) Project application form (see Annex 1);

     (2) Project plan task book or project implementation plan (see Annex 2, Annex 3 for the format);

     (3) Proof materials related to the project content in the project plan task book or project implementation plan.

     Article 5 The key technologies for safe production that are applied for research and development shall conform to the guidelines for the collection of national safety science and technology projects, the countermeasures for the development of accident prevention and control technology, and the strategic needs. The content of research and development shall be the major scientific and technological problems that urgently need to be solved in current safe production.

     Article 6 The advanced results of safety production applied for conversion shall have a domestic leading level, and obtain the relevant scientific and technological department acceptance and third-party performance testing and inspection reports, proving the project that can play an important role in preventing and containing serious accidents.

     Article 7 The advanced technology for safe production applied for promotion shall conform to the direction of development of safe production technology, and shall be advanced, practical, reliable and popular.

     Article 8 The safe production demonstration project applied for construction shall meet the actual needs of safe production work, and it may be of a replicable and extendable significance for improving the current situation of enterprise safety production, improving the ability to prevent accidents, and improving the overall level of safety production in the industry.

     Article 9 The key technical research projects for the safe production of approved projects shall be managed in accordance with the “Regulations on the Administration of Safety Science and Technology Projects of the State Administration of Safety Supervision” (Science and Technology General Administration [2014] No. 76). The project for the transformation, promotion and demonstration of the approved project is managed by the relevant departments of the State Administration of Safety Supervision and the Department of Science and Technology of the State Administration of Coal Mine Safety.

     Article 10 The inspection and acceptance of key technologies for safety production shall be undertaken by the Planning and Technology Department of the State Administration of Safety Supervision. The acceptance of the transformation, promotion and demonstration projects shall be undertaken by the relevant departments of the State Administration of Safety Supervision and the Department of Science and Technology Equipment of the State Administration of Coal Mine Safety.

     The relevant departments of the State Administration of Work Safety and the Science and Technology Equipment Department of the State Administration of Coal Mine Safety are collectively referred to as the “four batches” of project management agencies.

     Article 11 The acceptance of the project shall be established by the expert acceptance team, and the expert acceptance team shall implement the responsibility system for the acceptance team leader. The expert acceptance team shall be composed of experts who are familiar with the project's professional technology, economy and enterprise management. The number of experts shall generally not be less than seven.

     Article 12: Information to be provided for project acceptance:

     (1) Project plan task book or relevant approval documents;

     (2) Application acceptance form for the project;

     (3) Technical report;
    
     (4) Checking the new report;

     (5) Test report;

     (6) User use report;

     (7) relevant pictures, data or video materials;

     (8) Analysis report on social benefits and economic benefits;
    
     (9) Other information that needs to be provided.

     Article 13 The “four batches” of project management agencies shall carefully review the application materials submitted by the acceptance and acceptance units, and shall summarize them in time after the organization of the inspection and acceptance.

     (1) For advanced technologies and achievements with good market prospects and practicability, it is necessary to increase support, improve relevant policies, guide enterprises to achieve greater concentration, reduce costs and prices, and benefit the majority of users.

     (2) For new technologies, new materials and new processes that do not have safety production technology standards or standards lag, it is necessary to propose a work plan for the revision of safety production technical standards and make timely revisions.

     (3) For technical equipment that has a significant role in promoting safe production and stimulating economic and social development, it is necessary to promptly propose work recommendations for eliminating backward and compulsory promotion.

     Article 14 The Planning and Technology Department of the State Administration of Work Safety is responsible for the filing, tracking and supervision of the “four batches” of projects. For projects that exceed the time limit specified in the plan or implementation plan, and do not apply for extension or extension for more than one year without justified reasons, the “four batches” project qualifications shall be cancelled.

     Article 15 The "four batches" of project management agencies shall be truthful and pragmatic, be brave in innovation, dare to take responsibility, be good at summing up, and consciously accept the supervision of the administrative discipline inspection and supervision department and the society.

     Article 16 These Measures shall be implemented as of the date of issuance.
