According to reports, since the beginning of this year, China's natural gas consumption has maintained rapid growth. In the first 11 months, the national natural gas consumption reached 209.7 billion cubic meters, an increase of 18.9%. Due to the rapid growth of gas demand in industrial production, gas-fired power generation, chemical industry, etc., and the increase in demand for “coal to gas”, natural gas consumption has shown double-digit growth, 12 percentage points faster than the growth rate of the previous year. The average growth rate in the first five years was more than 8 percentage points higher. Since the beginning of winter, due to the increase in heating demand in the northern region and the instability of some gas sources, the pressure on resource security has continued to increase, and natural gas supply in some areas has been tight.

Meng Hao said that in order to alleviate the tight supply and demand situation, the NDRC and other departments increased the supply of natural gas from six aspects.

First, tap the potential to increase production, speed up the construction of natural gas production capacity and ground supporting projects, and do their utmost to tap the gas field to increase production capacity. The organization of the upstream gas field is fully loaded and has achieved an increase of 3.7 million cubic meters per day in December. On this basis, the country will increase production by about 3.3 million cubic meters per day in January next year.

The second is to further implement LNG spot procurement. This winter and the spring heating season originally planned to purchase 24.5 billion cubic meters of imported LNG, with an average daily gas supply of 162 million cubic meters. On this basis, we will further optimize the arrangement for loading and unloading time in Hong Kong, and increase the daily supply of gas by about 20 million cubic meters.

The third is to achieve the "Southern Gas North Transfer", in Tianjin, Zhejiang, Fujian, Guangdong and other places through the exchange of resources between oil and gas companies to increase natural gas supply in the northern heating areas. Since December, nearly 14 million cubic meters per day have been adjusted through resource replacement among different enterprises, and it is expected to increase to nearly 19 million cubic meters per day in recent days.

The fourth is to fully tap the alternative potential of energy varieties, start the coal-fired emergency standby unit of Huaneng Beijing Thermal Power Plant, and replace the natural gas by 2 million cubic meters per day. At the same time, organize local and power companies to reduce the gas consumption of gas-fired generating units, which is 8 million cubic meters per day. A total of 10 million cubic meters per day of replacement natural gas has been implemented.

The fifth is to give full play to the regulation of reserve natural gas. Keeping the gas storage of all major gas storages at full capacity, the gas production is close to 80 million cubic meters per day, an increase of more than 30%.

The sixth is to preferentially reduce the use of gas in the refineries, oilfield thermal recovery, and LNG liquefaction plants of CNPC, Sinopec, and CNOOC, and increase the supply of resources to the society; appropriately reduce the supply of non-residents such as chemical, methanol, LNG liquefaction plants, and fertilizers. The gas consumption is 15 million cubic meters per day to ensure that the people's livelihood gas is not affected.

It is understood that in the case that the supply of resources during peak gas hours is difficult to meet the needs of people's livelihood and industry at the same time, according to the requirements, all levels and departments must adhere to the actual situation, the heating of the residents should be electricity, the coal should be coal, the gas should be gas, It is better to use oil to protect the people's warmth and winter. “Coal to electricity” and “coal to gas” are not in place, allowing coal to be used for heating, ensuring the supply of coal resources and ensuring the normal operation of coal-fired heating units. As far as possible, do a good job in clean coal supply. At present, it is necessary to respect the heating habits of the local people to ensure that the warmth of winter is the first principle. As long as it is used by the people, it must be guaranteed unconditionally.

Meng Hao said that due to the surge in consumption caused by winter heating in the northern region, the gas consumption is 3.5 times that of summer, and some provinces, districts and cities are even higher, and the seasons are very different. During the peak period, in order to better ensure the people's livelihood, the industrial gas will be moderately reduced. In response to the recent situation, the relevant gas supply enterprises have docked with large industrial users and urban gas enterprises, and initiated and implemented emergency plans according to the needs of the people's livelihood.

At the same time, in response to the recent surge in natural gas prices, especially the price of liquefied natural gas (LNG) in North China, the National Development and Reform Commission coordinated the three major oil companies, PetroChina, Sinopec and CNOOC, to increase supply, strengthen operational scheduling, and stabilize market expectations. And reminded LNG production and management enterprises and related social organizations to strengthen price self-discipline, regulate price behavior, resolutely investigate and deal with malicious hoarding, price hikes, and illegal behaviors such as monopoly agreements and abuse of market dominance by operators to maintain industry price order.
